Google Proverbs 31. There are a ton of verses regarding a women of noble character, read it and pick the verse that best suites your sister in law. There is also a verse that says something like "she provides food for her family." That's the one that came to my mind but you might find one that suites her better.

Regarding your carrier, I don't know. I'm not creative, sorry.

If your SIL will be using the holder mostly for church events, you might be able to put the Scripture reference by itself. So when somebody says, "Oh, how clever; what *is* Psalm 107:1?" she can reply, "O give thanks to the Lord, for He is good, and His steadfast love endures forever!" You could also look up First Corinthians 10:31, Psalm 111:5, or Psalm 104:14. (If you don't have a Bible, you can Google the references.)
