My husband is a photographer and worked in a photo lab.

He suggests you scan or photograph that photo through the glass before you try to remove it.

IF the photo is on actual photo paper, you can soak it in warm water, place an electric toothbrush in the water and allow the vibration to lightly shake the glass. This may take a while, but it will separate.

Hang the photo to dry.

Yeah, that has happened to me more than once, almost always with super old pictures though! I'm not really sure what causes it, sometimes moisture gets in there and it causes the two to stick together. I've never found a way to get the picture off the glass without ruining it though, so if you don't want to ruin the pic then leave it in there!

I have had this happen also. One is the one of the only pics i have of my sister and i. I dont touch it, too afraid to ruin it :( You can try to take a picture of it through the glass.

I had always heard to use steam to unglue a picture from the glass.

To remove it will ruin the picture. I would go with scanning it and then reprinting the picture.

I've never tried it, but I've heard that if you put it in the freezer that might help. It's worth a shot. Just be careful and try to peel it really slow so you don't tear it if it doesn't work. You might also take it to a photo shop (not a place like Target or Walmart) they may have something that can help.
