Scratching Mosquitoe Bites

It's summertime in Maine and my sons get an occasional mosquitoe bite despite our steady attention to prudent use of bug spray and clothing (buzz off hats, shirts, etc). My eldest son REALLY scratches his bites until he's created sores which bleed, hurt and itch more. He then continues to scratch repeatedly damaging the skin. I've tried all kinds of anti-itch things - many of which sting simply because ANYTHING would sting on a fresh wounds raw from scratching. My 15 Weeks Old Has Severe Eczema on Face - HELP!!

We are now on formula number 4 per our pediatrician to see if allergy related - from Enfamil Newborn, to Gentleease to Soy and now on a hypoallogenic one. His face seemed to get better on day 2 of the switch but by third day was looking bad as ever - the doc was even worried at last appt that it had become infected. He also has some dry spots on body but nothing as bad as his face and back of head. We are using Tide Free to clean his clothes. We lather his face up with Aquafor at every diaper changes and use 1% hydrocortisone once a week...
