I go to www.meetup.com you can join a Mom's groups and other groups or you could start one. I think the one called Forever Fun does a lot of stuff in Tigard.

Try www.playgroupsusa.com to see if there's already a play group in your area or you can start one and others will join.
You might also try your local MOMS Club chapter. Here is the home page, http://www.momsclub.org then if you click on Chapter Links and Oregon, it looks like there is a chapter in Tigard! I am in the Hillsboro MOMS club and it's awesome, they have a calendar of events so you always know someone is getting together somewhere! They've already done the work, just join in the fun! Meet some new friends in your area.
The other thing that has helped me as a mom is bonding with other moms who have the same parenting style I do. There are online groups for talking and asking advice that also meet in person. I feel more comfortable leaving my kids with them and watching their kids too than with most people because i know they would treat my kids the same way I do. Just throwing that out there because I will drive a bit to meet a like-minded friend vs staying in my neighborhood and seeing who I can meet at the park. It's more worth my time to make a few deeper friendships than many shallow ones!

If you go to Meetup.com there are a lot of moms/playgroups that are listed in your area. I belong to one called Forever Fun Mom and Dads Group. We do so many great activities all around the area and I have made some wonderful friends. Check it out! There is probably a perfect match for you on that site!
