Are you doing any dips in your routine? You can even do them at home on a chair, but I prefer doing them on the side of the bathtub. It is a fast way of getting some tone in the tri-cep area. But if you have extra "padding" there, it will be a little less noticeable... ;)

Push ups. It's the easiest, it's a compound exercise and you do not need any equipment. I used to HATE push ups since they were so hard, but now I really like them. You can also do sooo many variations that they can work different muscle groups.

As much as I hate the DVD, because she kicks your butt. The Jillian Michaels no more troublezones works well. And you can pick your circuits!

If you are NOT trying to lose weight in that area then repetitions will build muscle. The difference in the way you do the exercises will show up differently on the body.

One time I was solid and pretty nicely muscled, not a body builder by any means though. I was seriously trying to make some areas smaller though. The weight trainer at the gym told me that I needed to stop doing so many repetitions because all I was doing was building muscles and there was a layer of fat between the muscles I was working on. He said I needed to lose weight first, let the muscles go for a while, then once the fat was less in that area I could start the repetitions again to tone and shape the arms and thighs.

Kettle bell workouts have been the only thing to truly tone and define my arms and shoulders. I've seen some results in the past with free weights, but nothing like this.
