If you are wanting to have brunch on the river I suggest either the Virgin Sturgeon or the Alamar. They are both great and right on the river. The problem with the Sturgeon is that they have a plankway to walk from the parking lot down to the restaurant and some people have difficulty doing that depending on the height of the river. The Alamar is further out but very nice.
If you just want a low price restaurant and don't mind so much of the atmosphere, a good breakfast spot is Capitol Casino Cafe on 16th street

I personally like Fox and Goose best for brunch, but you have to wait unless you get there early or late. There's not much "view" but there's a LOT to look at inside. Plus, I really enjoy the food, coffee, and the options for early morning alcohol.

Another idea is Lalo's. I have been invited to 2 brunches there, but haven't gone. It gets great reviews on Yelp though. It's Mexican food, and I do not vouch for the view at all. http://www.yelp.com/biz/lalos-restaurant-sacramento

If you've got to be on the river, there's a place I haven't tried that I've been meaning to get to. It's called Bridges on the River

If you want to get super fancy, every Sunday they do brunch at the Grand Island Mansion too, which is in the delta.

One more decidedly different/cheap option is to go out for Dim Sum, although for the life of me, I cannot consider any of my favorite dim sum places as having a good view. King Palace at 5829 Stockton is my current favorite.

Have fun!!!!
