it came up like aa pice of skin are a blood spot it has grown and does ooz and bleed,i went to a health clinic doct she said it looked like a skin tag but it wasnt melanoma,but its is painful and itches

If you have any spot that oozes and itches and hurts, you should get it checked by a dermatologist. They are the ones who know what skin tags and melanoma really look like. Don't leave this to a regular general practicioner, and don't put it off. If it is cancerous, the fact that it is bleeding means that it is advanced. I don't know if it sounds like one or the other, I can't say that is sounds harmless or that it sounds dangerous. I just know I wouldn't take the chance. People do die of skin cancer if it isn't treated.

I would agree with the other answer you received, get to a reputable dermatologist as soon as possible. If its a skin tag, it can be removed, but there are other things it can be also. My son had a place come up on his forehead, between his eyes, it grew & bled alot! It was not a skin tag, it was harmless but it had to be cut off & cauterized. I dont think skin tags itch & are painful. My daughter had one on her ear & a friend of mine had one on her eyelid. I cannot say if yours is harmful or not harmful, but I do suggest immediate attention from a dermatologist.

It is true that normally a skin tag does not itch and bleed; however, I once had one under my breast and my underwire bra irritated it to the point where it did itch and bleed. I have no medical training, so I cannot tell you what to do, but a nurse once told me that these can be removed by tying a string around them, tight enough to cut off circulation and waiting a couple of days for it to fall off. You should confirm what it is before doing anything though.

I've had several skin tags removed from my neck. None of them were ever painful, and they did not itch. If it is a skin tag, they are easily removed. I would get a second opinion.
