Since you are going w/ the Tea Party theme you could have them make their own placemats, dress up, maybe decorate their own cookies.

You could do like a memory game or a mix up game where you hide things under tea cups and the kids have to remember what is under which cup. You could also search some local thrift stores and start collecting some plain tea cups and the girls can decorate them with paints. It can be a combination activity/party favor. You could also make different kinds of teas and hot beverages (like maybe hot chocolate) and have them guess which flavor is which. Try and find some strong flavors like orange that might be recongnizable. 4 might be a bit young for that activity, but it could be fun. You could even read a book, I think Fancy Nancy has some stuff about tea parties. Have fun!

Isn't there a tea party scene in Alice in Wonderland? Maybe you get some ideas by watching that and incorporate them into the party. You could also rent the movie and show just the tea party scene as a way to calm them down before cake or after opening presents.

You could premake place cards with each girl's name on it and then have them decorate their own cards with stickers, crayons, stamps, etc. as the girls are arriving at the party.

A cute decoration idea might be to set up a kids' table like a tea party with your daughter's bears and dolls sitting around it.

Also, my daughter just had a flower birthday and I found tons of great flower/wedding knickknacks, favors, and decorations at the dollar store. They are stocked up with that stuff for Valentine's and wedding season right now. It seems the decorations would be perfect for a tea party too. You can also decorate with silk flowers by purchasing an enexpensive "bunch" of multiple blossom flowers (like hydrangeas) and popping each flower off the stem. I scattered them on the table and make a cute centerpiece too with a giant bow and a nosegay of them.

Best advice, though, for this birthday and all future birthdays, check out this great website: birthdaypartyideas.com. Moms give all the details of parties they have thrown and you can search by theme. Here's the link to the tea party theme.

pin the cup on the saucer? try to drop sugarcubes into a teacup while blindfolded? we used to play that one with clothes pins and a milk bottle!
