In California your child needs to turn 5 by Dec. 3rd in order to enroll them in kindergarden for that same school year...I am pretty sure...

In California, a child may enroll in kindergarten if he or she is five on or before December 2 of that school year. However, it is not too early to think about school readiness. There are "Mommy and Me" type programs and there are programs at local libraries for "Toddler Storytime". Your local recreation department could be a wealth of information for you. One of the most important things you can do with your child is to talk to her about everything you see and do with her. Talk about colors you see, shapes, etc. Talk about the reasons why we do things and the cause and effect of what we do. Enjoy her and listen to her reasoning and talking. This is such a fun age!

Your child would have to be 5 by December. So it will be two years before he/she is able to attend.
However, with a birthday so late in the year, some people prefer to wait until the following year, especially with boys. I have two August kids, and wish my son, I wish I had waited. He is so much younger and more immature than all of the other kids! And, if you start at 5, they won't be 18 when they graduate high school.
You could put your child in preschool though.
Next year would be good for Pre-K.

It's good that you are proactive in thinking about your daughter's education, but the previous posters are correct. She needs to be 5 before starting Kindergarten. Even if you have a really smart child, she is not going to be emotionally ready to handle that level of schooling at her age. My son had some younger kids in his class last year, and even though they were only a year or a year and a half behind him, the maturity and emotional disparities were huge. Enroll your daughter in a pre-school where she can learn the socialization skills and start learning letters, colors, etc. This will be much more beneficial for her than putting her in a level of schooling that she is just not old enough to process appropriately. :)
