No. it's for 15+. The box should state that as well. Why didn't you do a google search to find out? Did you read the box?
I think not. My daughter had those games at an older and more mature age and they still had some parts that were cringeworthy even with a child old enough for the game.
Animal Crossing was and is still fun and age appropriate.
The reviews I've been seeing say 11 or 13 IF your child is mature - so I think it's not a good fit for a 9 yr old.

After reading some reviews on line about the sexual content, I told my 9 year old no. My kids have played one called PetWorld 3D. You run a pet adoption agency and determine if people are good matches to the pets they want to adopt. They also played one for awhile called Dog Sim (I think) where you are a dog and have to complete tasks.
I don't think that Sims 3 is appropriate for a 9 year old. But there are some other simulation games that she might enjoy.
At that age, my niece loved playing Zoo Tycoon. (I actually enjoyed it too!) Players build and run a virtual zoo. The 'worst' thing players have to do is clean up poop. Although we did have a bit of drama when her younger brother went behind her back and opened up all of the animal cages!
My nephew really enjoyed Roller Coaster. It's similar to Zoo Tycoon, but players build an amusement park.
Sims 3 has some sexual TMI that takes mature judgement to be able to avoid. I would suggest Escape from Paradise as an alternative-- it's a totally clean game that still has sim people, but nothing inappropriate.
