If you have no experience in this area, check out the adult ed offerings at local high schools or especially vocational high schools. Also try local community colleges - talk to someone in the department or start with admissions for an overview of the programs they offer, either degree-based or single courses.
try putting your question in google and select videos. That'll give you a wide choice to see what everyone else is doing and then you can decide what works for you
YouTube has tons of tutorials. Try a free program like Pencil and watch YouTube videos on how to do different things. Google up your questions and see what answers you can find.
Adults can look into courses at a university or tech school. Many continuing education classes can be taken online. They often have Beginner, Intermediate, and Advanced level classes.
There is so much out there, it depends on what you want to do. You can use a desktop, laptop, tablet, or whatever allows you to do what it is you want to do.
My suggestion is that you find the type art you like, find great artists in that area, and find out if they have seminars/classes and go. It may take some traveling, but it is important to find out what you like first.
