Legal Issues and Public School

I am wondering how to find out answers from a legal perspective about my child's public school. Where can I find out reliable information without hiring an attorney? I'm not interested in filing a lawsuit or anything, I just want to talk to the school board and have some knowledge on my side before I state my case. For example: If my child is out of dress code, but it's not distracting (like, missing a belt) is the school allowed to keep him out of the classroom until I get to school with a belt (i.e. he would be missing instruction...
