I'm not sure if it contains phthalates but have you tried Aveeno? Another one that I really like is Boudroux's Butt Bath (same people that make the Butt Paste).

Cetaphil--don't know about the phthalates, but it's free of everything else.

My favorite is the fragrance-free bar soap by Sappho Hill, available at Whole Foods. It's really nice, and vegetable-oil based. I have sensitive skin, and it's never given me problems nor dried my skin out. I used it on my daughter when she was a baby and it was great. It's what we still use.
