Ok we have made the big switch to whole milk and are eating most of the time from the table. With some of the gerber 3s. How much is to little it seems like she eats 5 bites of regular food and is done. Like I gave her some rice and beans 5 bites and then ate about half a torttia. (mexican resturant) And she was done nothing else. She is drinking about 3 cups of milk and water but is that enough to go on. She is 12 months old and about 20lbs.

What can I do next?

Kids have this useful little mechanism that causes them to stop eating when they are full. (Don't I wish I did!) She's fine. They can also eat like snakes--hardly anything O. day, then super consumers the next.
She also might be a grazer. Offer frequent healthy snack, especially if she just about "skips" a meal with such a small portion.
All kids are different and it can be scary moving from a "set" amount of formula etc. where you can easily measure what you think is "enough" to a more varied diet.
Best thing you can do is make sure that what she DOES eat counts well nutritionally.

1 tablespoon = 1 serving
So if she is eating three tablespoons of rice and two tablespoons of peas at a meal, she has now consumed 5 servings of food (3 starch and 2 veggie, obviously). So as long as she is consuming the proper total number of servings of each food group throughout the day, she's fine.
Also, as a general rule one quarter of an adult serving is one whole serving for a toddler. So if one tortilla is one serving for mom, then quarter of a tortilla is one serving of bread for a toddler.
For the meal you described above it sounds like she got a lot of carbs and protein, which are very filling. It makes perfect sense that she was full. Remember to count crackers or bites she sneaks off your plate in your total daily serving count too!
Toddlers are also famous for not eating a lot when out and about because they are so interested in what's going on around them. She sounds healthy and fine.

Ok think about it this way - her stomach is the size of her fist (as is ours). So when she's had that amount of food, she's full. 5 bites of rice & beans and 1/2 a tortilla is perfect. And her weight is perfect too. You're doing great!

Many Mothers need to be reminded that just because a child is about to turn 12 months to 1 y/o does not magically change them into a miniature child!! They are still babies and do not even have all their baby teeth!! These babies turning to toddlers still have a small stomach, still need more teeth and still need breastmilk (or formula I guess in your case) and whole milk and table foods should still be introduced, not the full source of nutrition.

The serving size, for a baby/child this age is in terms of teaspoons or tablespoons. NOT adult portions.

Eating until 'full'... is the proper way to eat. That way, the child will learn about their body's cues for 'hunger' or 'fulness.' Not eating just for emotional reasons or to please someone else... which is not healthy and dysfunctional.

To me, she ate just fine.
