I think Room on the Broom is a wonderful suggestion-- that was what popped into my head too. :)

"Frankenweenie" by Dav Pilkey (author of Captain Underpants, but this is not so scatologically-inclined) is also extra-cute and may be a little more suited for the 1-2 grade crowd. Not scary at all-- some dogs on Halloween night figure out that the doted-upon daschund (who they don't treat very well) is the coolest dog of all when he saves their Halloween night from some thuggish cats. Funny and well done.

Little Old Lady Who Isn't Afraid of Anything.
It is a story that encourages group participation. When I read it to a class, I brought props that were easy to find around the house and had the class join me in reading the story.

When I taught 2nd and 3rd grade my kids loved "Shake Dem Halloween Bones" By W. Nikola-Lisa. It is kind of a chant/song book, so I would always read it a few times becuase they like to join in with the chorus. It is older, so I am not sure how easy it will be to find, though.

The teacher and librarian (either at school or public library) will have MANY suggestions for this age group, maybe even a few new ones the kids haven't heard before, ask them!

We loved Room on the Broom and Annie Was Warned in our household around Halloween. I think I read Annie Was Warned to a 2nd grade class many years ago and they loved it. It's not too well known so the surprise is actually a surprise for most kids.
