Bilingualism would not be my first thought, as it usually does not impact language growth.

It's great your daughter can use some words and express the way she feels. That shows that she understands the purpose of language.

Typically many 3 yr old children are able to express themselves in connected sentences, making comments, asking questions and answering questions in some detail.

If you are concerned about your daughter's development, or even just curious why she is developing in the style she is, your local school system should offer free screening from the age of 3 and older. In addition to the screening, it's always a good idea to have her pediatrician schedule a hearing test, as even a small hearing issue can greatly interfere with language acquisition.

It would be worth it to have her hearing tested.
If she's not hearing properly, she might be having a hard time picking up any language.

Get a hearing eval yo be safe, my son needed ear tubes it solved his speech problem except he was delayed because he was then considered behind in his speech. Also consider a speech eval or a developmental pediatrician eval, that's who assisted me in my son's speech eval and sent us to a speech therapist. His speech therapy helped him later in elementary as he excelled at reading later.

My son was the same way at that age. He was closer to 4 years old before other people besides me and my husband could understand him.

I didn't ignore my son but if he wanted juice, he couldn't just point to it anymore. I had him try and say juice. I feel like a lot of my sons babbling was my fault because he would babble or grunt and I knew what he wanted. I spoke for him.

Encourage your daughter to talk more. Say what toys you are playing with. She'll get where she needs to be. If you are concerned, talk to her pediatrician.
