I don't know what brand you're using, but when I had this issue with my Bum Genius diapers I contacted the company through their website and they sent me replacement tabs for free. I hen had to unpick the original ones and sew on the replacements. Kind of a pain, but better than having to buy new.

If you don't want to buy new ones, you can buy velcro at any craft store, office supply store or even grocery and replace the tabs. I am not handy with sewing but you can probably have it replaced at the cleaners.

Often fibers get stuck in the hook side preventing the velcro from grabbing, try gently using a fine tooth comb or a strip of velcro hook tape to pull the fibers out of the sticky side.
