A Magician.
I have done many Birthday Parties for that age range.
I would say that 3 & up would enjoy the RIGHT Magician, not all Magicians can perform for little kids. Get referances for past performances, don't take a random referance, get one in you town & a few from other parties with the same age kids.
Would love to answer any questions you may have.

Howabout something like Alley Cats there in Arlington? or Main Event but I think Alley Cats is cheaper. Anyway, we attended a birthday party for 6yr old twin there and it was great. We have a toddler (2) and the ages of kids and siblings ranged from 2-19. We had a great time bowling (even the two yr old got to bowl), plus the older kids can play laser tag which is really fun (the 6yr olds were able to play). Check it out . . .

PUMP IT UP!!!!! It's an AWESOME party place with bounce houses - they have special rooms for kids under 5, I think. But the adults can play too!!!!

I second Pump It Up! You are not mixed with other parties and they do everything well.

Abbey's Playplace is alot of fun, bounce 4 fun in the mall, they are opening a legoland in Grapevine or you could just do a party at home and rent a bounce house. I rent bounce houses if you would like information.

I always like the park. The one by our house has a play area for big kids and a smaller one for smaller kids. You can bring chaulk, bubbles and anything else you think the kids would like.

Gymnastics! Its usually an obstacle course, trampoline and the bars. It is so much fun and the 1 year old can crawl/walk around too and jump with mom and dad. I did this for my dd first birthday since it would be mostly older kids at the party and it was a big hit.

YMCA would be really fun. And its really cheap(especially if you know someone who is a member that could book it for you.) They have swimming in the pool(with 2 lifeguards present) for 1 hr. 15 mins. Then you go to a party room for cake/icecream/snacks/game or two/presents. I did one for my 5yr old a few yrs ago and it was only like $85 for two hours for up to 40 kids. Someone would need to get in the pool with them, but its heated and they have the zero-entry pool with splashers, buckets and squirters etc. Just a thought! I set up a table w/snacks mainly for the parents while the kids were swimming, then did cake/icecream and presents. Its simple and quick and cheap! Plus she could invite anyone and everyone she wanted and didn't have to worry about RSVP's! I opted to not do goodie bags since it wasn't in my budget that year. Instead they all got a big guitar shaped necklace that was bubbles since she did a rockstar theme party!
