I had a similar problem and we ended up giving our daughter some food before her bed time. This seemed to help her out.

We had to start giving our son a small snack before bed because he was waking up earlier too. About a half hour-hour before bed we let him pick something small to snack on (cheerios, pretzels, crackers, etc) along with a cup of milk.

What else is she eating? At this point she should be eating three meals and snacks as well as having her milk. Perhaps if you load her up during the day then she won't wake up so early to feed. How long is she sleeping at night? If she is sleeping 12 hrs then it is normal to wake up early wanting to eat. I usually wake up starving after sleeping for 8hrs.
