Preschooler with Eczema: How Do You Handle the Scratching?

Okay, my little guy has had eczema since he was 2 months old. He is now 26 months old. It has ranged from severe to hardly there, and we see a pediatric dermatologist who has prescribed him three different levels of steroid creams as well as an oral antihistamine to take as needed. I know the steroid creams can be dangerous, so I am very careful with using them, only stepping up when absolutely necessary. But no matter what I use, it never goes away completely, and if he gets tired or frustrated, one little scratching fest and it's back...
