It sounds like she is talking about Sebastian Inlet. It's a state park. They have a wading area for the little ones that is no more than calf deep all the way out to the rocks that it is sectioned off with. On the other side of the park is a nice beach on the Ocean with soft sand. They have fishing piers, a boat lanching area, there's a small food place, benches, restroom, and I think they may have a camping area somewhere away from the main part of the water. It's a very nice area. It's not real crowded, and the water isn't quite as wild as in some ocean waters, because of it being in an inlet. We go there almost everytime we want to go to the beach, because it's such a nice area.
I wouldn't say it's right off 95 though. We usually go to 192 from I95, and then go all the way to the coast at A1A and head south. It's right off A1A after you get into the Sebastian area right before a bridge. If you come from the other way there is another bridge on the south side that goes all the way out to A1A, then you would just go north until you get to Sebastian just after the bridge. It's marked so once you get close to the area you should be able to look for the park sign that tells you where to turn off. Or you can just print out directions and a map online.
