Can you add more information please? What have you already discussed with their doctor at their annual physicals (when certainly this issue must have come up)? What did the doctor say?

Are the other issues involved, such as family history, extreme weight issues (high or low), eating disorders, medications. excessive exercise, nutritional problems?

What other secondary sexual characteristics are present? (Pubic and underarm hair, breast development and so on.) Were/are they both later in developing these?

You're giving us nothing to go on.

I would talk to their dr. They may do some bloodwork to make sure everything is ok with their hormone levels. Not everyone starts at the same time. I started at 10 and my cousin that is 3 weeks older I believe was 15 or 16.
Are the really athletic? Sometimes that can slow down hormone levels as well. Are they over weight / underweight? Again the best person to talk to is their dr. I would not take them to a GYN for an actual full exam. Not yet they are still very young to be subjected to that. But if their dr is not a female I would try to find one you can take them to. Sometimes stuff like that can be embarrassing for young girls to talk about that type of stuff in front of a male.

Seeing a doctor would still be best if you are worried but it might not be abnormal. I didn't get mine until I was 16 maybe because at the time I was very active and not really eating well. There are a lot of reasons but a doctor would be able to rule out any medical reasons why they didn't get it.

I went through this with my daughter. Took her to a gynecologist who offered no tests just birth control pills. I spoke to another Dr and we went to a reproductive endocrinologist and infertility specialist. Blood work and ultrasound should be done first but I think we waited until she was 17 before we did any of this. The specialist gave us the formal diagnosis.

You can use the search feature to see if there were questions in the past (believe there have been) relating to this.

A friend of mine's daughter isn't quite that old, but almost. Her physician was not concerned. If you are concerned, have them seen.

Take them separately to a WOMAN gynecologist. Make sure that the nurse tells the doctor the reason for the visit before seeing them.

Tell your girls that they are at the age when girls start seeing a gynecologist. Tell them that they can ask the doctor any question that they want. And mom, you don't go in the room with them. You will have let the doctor know in advance why you have brought them. Now you let the doctor and your daughters talk. The doctor can meet with you afterwards.
