Had the same problem when I was getting ready to baptise my son. I did find a pair of White Robeez for boys at Sears in the Baby Lands End section.
try Big N Little Shoes in Chicago (111th Street)
it was hard for me to find shoes for my daughter when she was very little....i mean really nice good quality, and affordable. i went to 26th st mall @ little village 26th/california.....they have the old school baby boots in wht and blk and they also have a lot of leather sandals and dress shoes for a very reasonable price. and alot of times you can get them to lower the price especially if you buy more than one pair. i always go there when i need something special. there are a lot of stores in the mall that sell the same stuff so look around to find the cheapest. good luck.
Try Target, Payless, Walmart, K-mart if you are looking for something reasonable.
