How about ladies stretch pants in small? She can always wear a long tunic shirt or sweater over the stretch pants.

Maybe look at juniors/ladies clothes... size 0 or 1 long/tall

Some of mine are tall and slim. Have you thought about buying "slim" styles, such as they have at the GAP? A lot of stores have "slim" styles and they are smaller cut through the waist, etc. to fit lean kids. So you can go up a size if necessary, and still have it fit. That would be what I would try.

The GAP online site has examples

http://www.gap.com/browse/category.do?cid=82760&sop=t...

If you don't want to click on that link (although it's safe, I'm a long time member here now) you can just go to the GAP site and along the side for kids, you will see "Special Sizes" - check there.

I stick to elastic waist pants for my slim girl (leggings).

It's so hard! I have a very tall and thin 10 year old who can wear women's pants in length but are way too big in the waist and legs! Will she wear jeans or only leggings? For jeans I find that you have to get the ones that have the adjustable waist and go for the length and then cinch those babies as tight as they can go. Costco has a good selection of kids clothes and most of the jeans have the adjustable waist. Tractor is a good brand that has adjustable waist and can be found on Amazon for reasonable prices. Also just look in kids stores like Children's Place, Gymboree (they always have coupons and have excellent sales) and Gap.

For leggings I found the only place that fits my daughter is Gap and Old Navy. We went through a lot of other stores and their leggings that didn't fit. You will probably have to do the same, and it sucks. But, I will say once I found our store I could easily buy stuff that I knew would fit. Plus I can look for coupons and sales and it works out fine.

Oh I also wanted to add that a lot of on-line stores offer selections of tall, slim and husky so sometimes you have to do a little research to see if the on line stores offer those additional lines. I know that Gap and Old Navy does and maybe even JC Penney.

You need to move up to ladies.

Girls in girls 8-10 can wear a ladies X-Sm. Girls in 1-12/12-14 are in ladies small and some mediums. Girls in 14-16 are even up in mediums.

Shoes do it too. A girls size 4 shoe is about a 6.5-7.5. I wear a 7-7.5 and have several pairs of boots that are girls size 4. Little girls see women wearing high heels and look forward to the day they get big enough to wear them too. So they grow bigger feet, soon they're shopping in the girl's size 3's then the girl's size 4's, expecting to move into ladies size 5 but they don't. They almost always move into 6-7-8.

Sizes have ALWAYS crossed over. Think about it. Think of a petite woman you know. If you consider her measurements are almost exactly the same as a young girl you'll see that she can't wear a little girl's clothing and little girls don't need to be wearing adult styles of clothing.

Junior sizes/odd numbers:

Narrower hips, smaller breasts, thinner with minimal hips.

Ladies sizes/even numbers:

Women who've had babies, larger breasts, wider hips, little tummy, etc...fully adult bodies.

The thing you need to watch out for when picking ladies clothes for girls is larger arm holes, thigh high cut undies or panties or swimsuits. Darts. If it has darts and your girl doesn't have breasts yet then it will not fit her well. If it's knit or fits looser then it won't have darts.

Your girl should try on Junior size 1, 3, 5. See which one comes closer to fitting her. Our girl could wear girl's size 12/14; ladies small and a 5 junior all at the same time.

A size 00 in juniors at a store like Delia's might do the trick. It might be a little loose (22 and 32 inches for waist and hip), but not nearly as large as a 14 girls would be.

Presumably this is a present for a teen?
It's tough - there are so many styles to pick from and their tastes can change almost over night.
While you might feel it's not as personal as a gift you've personally picked out - cash is always the right size and the right color - and no one ever returns it.

We used to have to take my son to Kohl's. Other option is finding someone that can alter stuff.

Try a size 0 in juniors (junoirs is smaller than womens and larger than youth), my dd is very petite and weighs around what your kid weighs but she's shorter. We have even bought size 00. She wears about a size 10-12 in youth even though she's a 9th grader!
