Helium balloons with clothespins on the ends. You can clip the notes with the pins and they can be purchased at a dollar store and used for other things.

Mylar balloons would work but they are so expensive it would run up a hefty bill in a short amount of time.

Use the rubber kind and under-inflate the balloons.
Just put enough helium in them to float them (with the weight of the ribbon and note) and they should be alright but it will take a little experimentation to find the right amount.

Or - and this depends on the design of your bedroom - attach command hooks to strategic places on walls, attach a light net across them, then fill up the net from underneath with your helium balloons - so the balloons don't touch your ceiling.

Balloons really don't pop *that* easily. Test it - float one balloon up to your ceiling. Unless your ceiling is decorated with nails and needles you should be fine.

Another option (to helium) is to hang fishing line or ribbon (white) across ceiling, then hang balloons (from that) with notes attached at the end and so the balloons would not be touching the ceiling (won't pop).

I've seen this done at weddings in ballrooms, etc.

You might tie something one the bottom with a little weight. Like they do in the stores to keep them from going to the ceiling. I don't know when you are wanting to do this but I know you can buy stuff like that at least around here at Party City or any type of party store. You might even be able to find them in a grocery store that sells helium balloons.

Good luck hope you can find what you need to be able to surprise him!

I assume that you are buying helium balloons? If so, get foil balloons instead of latex.
They won't pop against the ceiling.

Have weighted balloon bouquets all over the room with notes attached up where you tie the balloon.
