I am looking for creative unique little give aways goodie bag ideas.
My DD is turning 4 and at school they cannot bring in food items.
I do not want to spend a fortune but have 15 kids in her class.
I was hoping not to get balloons , or 1 store junk that the kids throw out!
Please send any creative ideas my way!

Buy the 24 pack of playdough from Target for $10. And you can buy a barrel of cookie cutters for them, 100 of them at Michaels for $10. You can make little gift bags for each kid, with 1 thing of playdough and a few cutters in a bag.

my kids loved to pass out sidewalk chalk. go to someplace like dollar general and get the big bin of it. has like 20 pieces and then put 1 pc each in little snack size bags with a note that says katies happy birthday or whatever your daughters name is. kids love chalk it will be a huge hit

My daughter had a "Yo Gabba Gabba" birthday party this summer and we gave away Yo Gabba Gabba water bottles. The kids loved them & my kids still use them.

ETA: sorry - totally missed the food items!!

Can you bake something? Like cupcakes? I personally find it too hard and stressing to celebrate a party at school with allergies and restrictions.

Since I don't have your budget:
Pencils and notepads
Baskin Robbins has coupons for scoops and I believe Ben & Jerry have them as well.
Yo-Yos
Target has a $1 stand that has coloring books and books in general.

Don't go overboard. You end up finding yourself trying to "out do" the year before. Use the KISS method - Keep It Simple Silly.

I just went to a birthday party that gave out foam rockets. You push on the bottom and the rocket launches. She said they only cost $1. I don't know where they came from though.

I don't know what your budget is, but instead of goodie bags (not a fan of plastic junk from China) we do $2 gift certificates to Baskin Robbins Ice Cream.

Little activity/coloring books with a little box of crayons or colored pencils. Cute pencils, silly bands, bendaroos, hot wheels. For little snacks how about animal crackers, fruit snacks or fruit strips.

Balloons are extremely dangerous and LOTS of parents throw them away. They are just too much of a risk for a child to choke to death on them, even if an ambulance was sitting right there, they cannot save a child that swallows a tiny piece of a balloon.

I would not send anything if they can't have a party. Have a party and invite them to come. That way if you have it at the park or an indoor activity you get to serve cake and whatever else you want.

For Halloween I gave each child a mini size bag of popcorn with a small card attached saying it was from my daughter.

For Christmas I gave a bag of hot chocolate with tiny marshmallows and a poem about how to make it.

For my daughter's bday they all got mini pumpkins to decorate....

How about cute pencils and erasers? How about chapstick or the cute antibacterial for their backpack at Bath and Body Works?

You could do the small bottles of bubbles or even sidewalk chalk. All kids can use that, boy or girl.

they have mini notepads at a bulk stores or party stores that would be cute.

You can google party ideas....

One friend did hula hoops from the Dollar Store to each child
