Fingers Skin Peeling Off

I have been dealing with this issue (the skin on my fingertips peeling off) for years but it seems to have gotten worse in the last few months and whatever OTC cream I use it does not work, so I am thinking seeing a dermatologist, as he may be able to prescribe something to help. I have been using otc hydrocortisone cream for a month now and it helped just a little (it helps the cracked skin to heal, but since the skin is still very dry, it starts peeling off again).
