When to Give Toddler a Blanket

With the weather turning cooler I'm afraid my twin toddlers will be cold when they are in bed, particularly their feet since their pjs don't have feet and they won't wear socks to bed. I know they tell you no blankets with infants but I've never read when it's okay to give them a blanket. They are currently sleeping in their cribs with the one side removed. Toddler Pillow and Sleeping in Bed Not on It?

What is the best toddler pillow out there? (Ok not the most expensive.. but the best to use) I've tried a travel pillow, but its too small and I find it on the floor every night when I go in to tuck him in. Also, how did you get your tot to get IN bed.. I mean sleep under the covers... Mine still just sleeps ontop of his covers, and I throw a blanket over him.. now that it is winter time, I'd like for him to get used to sleeping under covers...
