Call or drive around to local churches. They usually do fall festivals. No scary anything and they have games, hay rides, food, candy, and tons of kids. I don't know about your area specifically but I know that in LaPorte, Baytown, Highlands, and Mont Belview there are several good ones. They start as early as 5:00 and usually go for 2 hours.

If you haven't found something closer you can check out Gateway Community Church at 760 Clear Lake City Blvd in Webster. They are having something on Halloween night that I heard from a friend who has a 4 yr old is fabulous every year. Their number is ###-###-####.
