I my experience, people go out as soon as it gets dark.
This is our first year trick or treating. What time do kids usually go out trick or treating? We live in a community in Frisco.

I think the majority do it b/w 6 and 7pm.
We usually head out about the time it gets dark. 7-8pm is perfect!
Last year we took mine out around 7:00 and brought the little one home to hand out candy earlier. But it seems we had more come later, but they were older children. Have fun and take lots of pictures.

Most of the churches are having Fall Festivals between 5:00 and 9:00 pm. Ours specifically is having one from 5:30 to 8:30. So I would say you can go trick-or-treating between 6 and 9 pm (grown-ups still have to get home from work to hand out the candy >groan<)

My neighborhood has a kick off where we all gather in one of the cul-de-sacs, take pictures, little goodies are passed out from the HOA, and then off we go! We meet at 5:30.
we start about 6:00 and are home around 8:00 (little one's come come earlier and daddy stays out a little longer with my nine year old)
Hello. We usually start around dusk. Halloween is a huge deal in our family and we usually do 3 neighborhoods, our own, friends and family so we get as early a start as possible. Esp. since 5/7 times it falls on a school night. Be sure to have the kiddos bring a flashlight to carry as well one for an adult, too. Be careful and have FUN on your first time! Happy Halloween!!!

We always go as soon as it is getting dark outside.
Younger kids go out early, soon after sunset in our neighborhood in Flower Mound.Older kids or teens go out a little later. I have a teen and 10 yr. old and a 7 yr. old. The younger ones watch our window to see if any one is out and rush out as soon as they see some one .
