You said "small" but how about this idea: Replace the ceiling light or ceiling fan with a Reiker Room Conditioner. I love mine! Check out http://www.buyreiker.com/ for details and nearest retailer. I found mine on Ebay about four years ago. It's got a remote with temp control and is obviously completely out of reach for the little one.

We use one that we bought at Home Depot (probably for less than $35), it is called "Feature Comforts". Small, black plastic with a temp gauge (this is a dial, not actual temps) and a fan setting. We keep it on low fan, with the temp dial turned about 1/4 of the way. It sits on a piece of sturdy plywood scrap so that it has a solid surface. If it tips over, it turns off. It is a "ceramic" heater and the surface does not get hot- there is no way to burn your skin.

WE have thermometer/humidity monitor in his room with the readout in our room. His room stays about 72-73 on most nights that the heater is on.
For just a little bit more money you can get one with a timer.

If you do not live where it gets down to freezing, I recommend you dress your little one in footed pajamas and then a blanket sleeper over the top. Space heaters are not the safest thing in rooms where everyone is asleep. If you have central heat, leave it at 55 or 60 degrees and use the blanket sleeper idea. I did it while I lived in Idaho and Washingto state.

We have a vornado space heater and it does not get hot tithe touch.

We have DeLhongi space heaters. You can set them by temperature or time. They are not hot to the touch and have an auto shut off if the sensor on the bottom leaves the floor. They work great!

We use this one. It doesn't get hot to the touch and it works well and also has a timer (delayed time start and shut off).
