Some web host sites have website creation software available for free. Not sure how familiar you are with computers, though or how sophisticated your website needs to be. If you are doing things on a shoestring budget, look at the hosting sites and see what they have available for website support.

the price points usually very depending on the type of cart, how many hours of support you need, if you buy a premade package or require custom design...

I use www.organicthemes.com for my website, www.sproutreviews.com They are very clean in design. They are quick to respond and offer help in setting anything up. Easy to download and manipulate without all the code knowledge. I use godaddy.com as my hosting and it's like 5 bucks a month. I paid 69 for the premium theme from organic themes. I run a wordpress blog, you might think about it.
