Some things I've done in my class -
I give each child an unopened box of conversation hearts.  We have them sort them into groups of 10 then add their extras to see how many were in each box.  We use this info to make a class graph.  Then the kids sort their hearts by color.  We make bar graphs coloring the columns with the corresponding crayon.  With older children we then had them choose 10 hearts and use them as part of a conversation with quotation marks etc.  They had to glue the candies to the paper.  It was a lot of fun, but the glue would sometimes eat away at the heart.  In any case everyone would eat their manipulatives when they were finished.
Also playing valentines bingo with caring and kind words or with previous spelling words by covering them with candy hearts or cut out hearts.
We decorated valentine boxes to hold valentines
another thing which the kids got a charge out of was I talked about how valentines day wasn't just about candy it could be about "healthy" hearts. We did exercises to get our hearts healthy which they had fun doing!
That's all off top of my head!

Well, I was going to post the same question! Here are some ideas I'm tossing around for pre-school, but was hoping someone else would have something I didn't think of too: 1) pin the kiss on the frog; 2) 'throwing kisses' - going to bundle some hershey kisses and toss them into a box and 3) maybe blow up some red balloons and play "simon says" type game - put the balloon on your head, arm, foot, etc.

Had a cute one for my daughters preschool last year- it was a butterfly made out of hearts. Two hearts with the points taped or glued together horizontally made the wings, another heart on top of that vertically makes the body- I had the hearts pre-cut out of red and pink construction paper and the kids just glued them together and then decorated the wings with stickers- we drew a face on the middle heart and then for antenne used pipe cleaners with tiny hearts glued at the end of each antenne - the small hearts I cut out with a heart punch. These we taped on the back of the vertical heart. Cute and easy enough for the little ones to do themselves

My kids attended a party last year (they were 2 and 4) and the game they liked playing was stack the heart shaped candies as high as possible. The candies were the big hearts, but I'm sure you can use the smaller ones too - but if given the chance, stick with the larger ones. I think the most a kid was able to stack was 11-12 before they fell down.

One thing I've heard is to cut up paper hearts into 2, 3 or 4 pieces, give one piece to each child, and have the kids try to fit their "puzzle" pieces together.

Last year in my daughter's class we played pin the face on the heart. We cut giant hearts out of poster board. Then we had face parts cut out with tape on the back. We divided the class up in to rows. Each row had their own heart (use painters tape to put in on the wall) and their own face parts. We used a blindfold (just like pin the tail on the donkey) and each child in each row took a turn putting a piece of the face on. One child would get an eye, one would get the mouth..and so on. You just need to know how many kids so that you can divide the face pieces up evenly. We had to include eyebrows and ears because their were so many kids. The kids got such a kick out of it, because the faces were all messed up! Little ones love that kind of thing. Have fun!
