Toddler Babbling Again?
My daughter is 33 months old and just in the last few days she seems to have started babbling again. Sometimes it sounds like babbling and sometimes she sounds like she wants to say something but starts tripping on on her words and repeating the same sounds until she stops and then she will continue talking. She has a lot of words and hasn't lost any of those and she doesn't stutter before any words. The babbling is not constant and not an all day thing...just a few times here and there throughout the day but still concerns me. Has anyone's toddler done this before?

At this age, little kids experiment with sounds and the way their mouths work and what comes out of them.
I personally wouldn't be too concerned because it's also quite normal for children this age to regress a little bit into "baby" talk.
They're not a baby anymore, but they're not "big" either so they are trying to get things figured out.
One thing I do know is that if she is getting a reaction from you, she will continue to do it.
Both of my kids did weird things and made weird noises or talked in strange ways and I didn't get overly concerned.
My youngest is 16 and neither of my kids had any speech or hearing or behavioral issues. They were just being kids.
I would try not giving it any attention and just see it as something silly she's figured out how to do for now. It's very interesting when you think about all the ways your tongue and lips move to make certain sounds. That might be all she's doing. I don't tend to get alarmed, so that's just my opinion.
It's likely not something that will continue.
If she's still doing it in three months when she turns 3, that might be different.

At three years old, she should be speaking, not babbling. Has she been
evaluated. I am somewhat confused by this post. She has a lot of words?

Is she talking yet or just babbling?
She is almost 3. She should be saying some words/sentences etc. by now.
Have you asked the Pediatrician?
She should be having her 3 year old check up soon.

Babbling is a way of learning how her mouth works. At 3 she still isn't able to make all sounds or combination of sounds. The babbling is practice. It's definitely normal as long as she's also still talking with words.

I remember my very verbal daughter doing something like this around 3. Her's was more of like she had so much to say and was trying to say it so fast, that is sounded like babble, and it was random. I remember being concerned too, but then she kind of got over it. And you know, sometimes I still catch her doing it and she is 5. She kind of does it when she is playing or doing her own thing....I think it is normal. Especially if she is highly verbal.
