Do you live some place where you could take a small group of girls on a sleigh ride??/ I think that would be sooo cool and unusual. then back some where for hot cocoa and cookies. You could buy each kid cute cheap mittems and fill them with goodies.
Probably the best way to keep costs down in to keep the guest list small.

Another idea (that we might do with my 7 year old on her next birthday) is to do a movie night/PJ party without an actual sleepover. The girls can come in PJs and bring a pillow and/or blanket/sleeping bag if they want. You could do a little craft of some kind - either one that fits with your movie or just that your daughter would enjoy. You could just do pizza (even the frozen mini pizza bagels would work), nuggets, hot dogs (pigs in blankets might be fun), or something similar that would be easy, cheap, and kid friendly. Again you could tie in to your movie or other theme with cute names that make sense. Then the girls can snuggle up on the floor and watch a movie, have some popcorn, etc. Then finish up with some cake. Depending on how many girls, your time table, etc. you could always add some other activities or games (painting toe nails, having a mini dance party, etc. would probably be popular). The girls would then go home to sleep in their own beds. Easy, pretty inexpensive, and fun.

We recently went to an "American Idol" themed party that was so cute! The decorations were pretty inexpensive...i think birthdayexpress.com has "American Idol" specific deco. The karaoke machine set the theme up perfect! GOOD LUCK!

How about a tea party? I had a friend do this and it was a big hit for all the girls. Use real tea cups and fancy settings and have them 'dress up.' You can have a nice cake and even some places will make a ea cup shaped cake.

What about a party for the girls at your house where you can fix their hair, paint their fingernails and toenails, etc. Like a beauty parlor-type thing? Some salons even will do these parties for the girls--maybe your local salon can give you a price per person. If you only invite 6 friends (for a total of 7--I've always heard the guests=age of party kid too) it might not be too expensive. You could do little favor bags with hair clips and (cheap!) nail polish, nail file, etc.

I think the advice from Tracy M. was good. Have the girls come over dressed up and have little tea sandwiches and tea and have the table set all cute. Also I know someone that did this and had a craft shortly after lunch (you can get cheap ones from dollar store) and then they had the parents over early and the girls did a fashion show to music for them. You could like doll them up a bit and do light make-up and nails-that would be fun. Good luck!

My Mom, who was a great educator, always told me to invite no more children than your child's physical age -- because it works better. Younger children don't actually "play" with a group -- they play in ones and twos, and as they grow older, they learn to do things in groups.
We've done the chuckie cheese thing, parties at the YMCA so the kids could swim, parties at home, and parties at the local zoo. Bowling is one of the cheapest alternatives, for a party somewhere else. Roller skating is also on the lower end of the price range, but the rinks are loud, so if there is't a separate room for the party, it's LOUD and you have to shout to be heard ALL THE TIME. I've found that the parties I've done at home aren't really all that much cheaper than going somewhere, as long as that somewhere isn't horribly expensive. When we had parties at home, I bought stuff to make crafts and things to do, and that drives up the price. So after that, I kind of gave up and went back to doing parties somewhere else.
Whatever you do, be sure it's something that you will enjoy. Nothing is better than having Mom happy -- if YOU have fun at the party, the kids will also have fun. Where we live, there's a farm store that does corn mazes, and I don't think that's terribly expensive -- it is kind of weather dependent, unless you go to walmart and buy 1.00 ponchos for everyone in the event of rain. But I think that would be fun. Trouble is my family has aged enough that I'm the only one who thinks it'd be fun !
