By chanse i used bbc.co.uk/cbeebies - it is British but they have tons of very educational stuff with known cartoons. My son is older now and he is using nick and CN, but BBC was his first steps on internet.

My stepdaughter LOVES the pinky-dinky-doo games. She started playing them when she was 3 (she's 5 now and still likes it). She especially loves the "eat it or wear it" game. It's so simple but fun for her to do. there is a big pile of pictures and you just have to put the ones that you "wear" in one pile and the ones that you "eat" in another pile. It really keeps her entertained. http://www.noggin.com/games/pinky/eatitorwearit/index.php
She could also do the Elmo's laundry game starting at age 3. That's on the sesame street website. all you have to do is click the mouse, it's very easy for young children.
She also likes to "write on the computer". I open a word document. She types away for a while (sometimes keeps her entertained for up to 30 minutes), and then she asks me to "read her story" I sound out the letters as she's written them (normally things like "fkasigfweio" and I say "fka-sig-weeoo") she thinks it's so funny to watch me sound out the words and she feels very accomplished that she has "written" something. It's also a good way to demonstrate how to sound words out.
I also have the version of windows that you can set up different profiles for each person. we each have a little icon to click on when we log on. I did a kid icon for her's and also deleted all of the icons on her desktop except for 1 direct link to pinky dinky and 1 link to a word processing document. that way she can really do it herself.

I'm not sure what the age range is for "Webkins", but have you heard of them? She may be a tad young, but will probably be able to enjoy them soon. You purchase a small stuffed animal and it gives you a code to access games and you also can furnish a house for your character. they are really cute.
