you take him to the pedi to find out why.
then you let him play on the floor, in jumpers to strengthen his legs. walkers will help them realize that fun stuff is up higher so they ned to stand to play, put the toys on the couch and play with him standing there.

you start with checking with his pediatrician. it's a little late for him to start walking, but not panic time. any real concerns ought to be taken to the doctor who knows the child, not the internet.

there's no good advice to offer you without more information. if he's just a little delayed, then you'd handle it very differently than if he has some sort of gross motor function problem.

Have your pediatrician check him out to make sure there isn't something that early intervention could help with. Two of my friends had delayed standers/walkers. With one, it was due to some weakness in his hips and a few months of PT corrected the issue and he was done with the intervention. With another, her daughter had low muscle tone (and still does, she is now 12) so she received PT and OT for years and will never be a super athlete but it no longer interferes with her daily living. He might just be on is own time frame (my kids learned to stand and walk anywhere from 10 to 16 months and none had any issues), but at this point it's worth having him checked out for physical problems that can be easily corrected.

Sounds like he hasn't found something worth walking towards. Give it time

For starters, you give much MUCH more information on a website like this if you really want help.

Then you take him to the pediatrician and request the evaluation by a specialist in child development who will look at neurological, skeletal, muscular and many other parameters, none of which you have helped us with here.

He's cruising and moving - it's just taking him a little longer to get there.
How much does he weigh?
Our son walked at 14 months but he was 25 lbs at his first birthday - it took him a little longer for his muscles to be able to hold up his weight.
If your pediatrician isn't worried then you don't worry.
He'll be running faster than you'll be able to catch him really soon.

Is he a big baby? Do people respond quickly to him and give him what he wants whenever he wants it? My sister's 4th child was a very chunky guy and had 3 older doting siblings who just got him everything he needed as soon as he wanted it. They waited on that baby hand and foot! ;) He walked very late. He just had no incentive. If it were me I'd put the baby in a Johnny Jump Up every day to give him leg muscles (my son was a jumping maniac in one of these!). Also give him motivation to walk to what he wants...don't just give it to him. Make sure to talk to your pediatrician to see what he/she says. Some babies just do things later than others...they are more mellow about things.

My oldest didn't walk till 18 months. He had ear troubles - frequent ear infections can affect balance, so it all made sense later on but I was very concerned. He was also in the 90th percentile for height and weight, and some larger babies can take a bit longer to walk I was told.

Usually if they've hit about 16 months it's a good idea to check with your pediatrician. Many cases, it's nothing - and if you encourage walking, they will get it. My son had been using a push toy so he was vrooming around with that, and he'd push big trucks around too and cruising. They actually said that wasn't helping - because walking is all down to the balance (as well as strength).

Good luck :)

That is still average for the age of first steps. It sounds like he can support his weight, just is choosing to not do so. To encourage this you can just place him standing up whenever possible. Also try to have him walk towards another person that has an enticing thing to give the child - like a favorite toy or food they love. I have found that kids that butt scoot or have large heads walk later. You don't have to worry till the end of the 18th month at which time you would have him evaluated if he is still not walking.
