How often are you taking him out? How much exercise is he getting? Are you completely removing the smell of the urine so he doesn't get the idea that is where he is supposed to pee? I am sorry to say it often on the owner not on the dog.
If you catch him in the act-take him outside right then and there and more outside/exercise time is my idea.
Good luck.

You can't really blame the pup. And he is still a pup. Either crate train him, which will take a while, or keep him on a leash with you in the house until he learns. FIRST, you need to be taking him out every15 to 30 minutes at first, to a particular area. Don't just let him out the door. TAKE him out until he goes potty. IF he doesn't after 5-10 minutes, bring him in again on leash, and hook it too your belt or put him in a crate. THEN in 15 minutes, try again..back to step 1. IF he goes then, let him be free in the house for maybe an hour...then start over. You CAN train him. It takes being consistent, everyone in the house on the same page. FOR CRATE training...do not make it a place for punishment. Get the crate and nice soft pad or towel and have it in the living area where you are. Keep the door open for a while, put toys and treats in there. Make the crate a place he likes. (My 2 dogs will go in their crates and take a nap) If you have questions, please contact me.

Have you taken him to the vet recently? It's also good to check and make sure he doesn't have a physical problem going on that makes him need to urinate very frequently or that he doesn't have the physical control to hold it. Please never scold or hit him when he does this. It definitely will only make the situation worse.

Crate train him. This is the most effective way to train, because dogs will not pee where they sleep (if he does, the crate is too big!).

Hopefully he is neutered, and take him out more. When he goes outside say "good boy" every time. Restrict his movement with gates. I have my 12 year old dog gated off from going into the bedrooms because he pees. Boy dogs do that. Neutering helps some. Please dont leave any dog alone with babies or young children.
