Looking for European Stroller with 4 X 12" Air Tires

Just my personal opinion...
Will you have easy access to airing up those tires? My friend that lives in the UK has to travel great distances between gas stations. It's not like here when there's is a gas station that even has an air pump every other few blocks.
More than likely, you'll have to carry a small air pump with you at all times when using the stroller (per my friend in the UK).

I'm not sure where in Europe you are going, but you'd be surprised to know that many mommies over there are going for the American brands. I saw more Graco strollers than I ever imagined. One friend said it's because of the added features (cup holder, large storage baskets, etc.) Peg Perego, Inglesina, and Combi are all popular european brands but I don't think they offer 12" tire models.

Depending on where you move to in Europe, you may want to pick up the stroller once there so that it fits with the climate and urban landscape (sidewalks vs cobblestones vs sandy pathways, narrow vs wide streets, etc.)

We moved here from Scandinavia a year ago and had purchased a 4 wheel, air tire stroller from the Netherlands. Its a Mutsy Urban Rider and I highly recommend it if you'll be in a city with wider streets. Very easy to maneuver, comes with its own mini-air pump (less than 12 inches long), and has been comfy for our girl since birth (we switched from the carry-cot to stroller seat at 4 mos). Look also for stroller accessories such as rain/wind covers, mufflers and mosquito netting (depending on where you go!) The downside of the Mutsy is that is big to get into a car, but it was our main mode of transport for baby & me so that didn't matter so much. The undercarriage basket is also somewhat smaller than other models, but spacious enough for a couple of bags of groceries. www.mutsy.nl

If you're headed to a colder, northern climate take a look at Teutonia (German brand) and Emmaljunga (Swedish). Both very sturdy and made for harsh winters, but seemed too heavy and difficult to navigate to me.

Be sure to check out the ever-popular Bugaboo strollers. We would have chosen that, but weren't convinced it would make it through the snow drifts :-)

It only has two 12" air-filled tires, but it is also so compact on the ground. It is more vertical than horizontal, so it would be perfect for European streets and sidewalks.
Also turns very tightly and can be steered with one hand.
