Not sure if it's near you or not, but the Sugar Land Express in First Colony Mall is a great place for little ones to play. The structures resemble ice cream, sundaes, cookies, etc. and are made of soft, slightly squishy material but very durable. It's located inside the mall (which is off of 59 South near Hwy. 6) near the back of the food court (next to the glass doors) - I always park back there by Ninfa's. However, I'd recommend going on a weekday or at least earlier on the weekend days, as some parents allow their bigger kids to play in there for some reason. You have to be under 42" tall to play, but some larger, occasionally rowdy kids (in my opinion) play there on more crowded days. My daughter (she's 5 now) has been going there since she was about 2 yrs old and she LOVES it!!! I see infants having a blast in there all the time.

This may sound odd, but my 14 month old really enjoys playing at IKEA (large home furnishings store on I-10 just outside the 610 loop). They have a great kids section where the children can play with all the toys and stuffed animals. Also, they have a very kid-friendly cafeteria with bibs, children's plasticware, plastic plates and straws, etc.
If you go first thing in the morning, it's not too busy.

A great place is Gymboree they have gyms all over, also try The Little Gym, and if none are close to you check out a local YMCA for infant play times.

Try the Childrens Museum located in the Museum District.
