Anything for dress up or make believe. Like hats, tutus, dresses, wands, shoes, dolls, play tents... We bought a "real" dress for my daughter to play in rather than the dresses made especially for play. The material is less itchy, and because it's "real" it will last longer through all the on and off. You can find fancy dresses at TJMaxx for reasonable prices...like wedding dresses or Easter dresses. Anything fancy. Another idea is a 3-wheeled scooter and helmet, sidewalk chalk, and a kickball for outdoor play.

My son is a little older, but at this age he LOVED puzzles and still does! She is at a great age to start introducing "tabletop" activities like puzzles and crayons.

We like the Melissa & Doug puzzles, but have found some great ones at Target (Circo) and even T.J Maxx and Marshalls carry great activities in their toy sections.

I'm not sure what you mean about a gift for the family. If you are referring to granparents, my parents really liked the handprints in plaster that we did last year with all three of their grandchildren. It's a simple kit that you can purchase and in the end it looks great on the wall!

Musical things (xylophone, tamborine, etc.)
"Baby" doll (maybe with a bottle, bassinet, etc.)
Easel for drawing/fingerpainting
Blocks
Animals (make sure they aren't too small, since they will still tend to stick things in their mouths at this age...LOL)

One of the best gifts that my daughter ever got was this puzzle from Target. It's Circo brand and it's fishes with magnets on them. It came with a pole to fish them out. She has had it for a year and still plays with it every day!
She loves dress up, playing doctor, tea party, reading, dollhouses, arts and crafts, etc. A toy kitchen would be fun too. My DD will be 3 on Sunday and we got her a bike, the kidkraft wooden birthday cake, the Melissa and Doug pirate chest, a Mickey mouse fishing game, the game Memory, and for Christmas she'll be getting a block set, a pillow pet, a shopping cart, a dress up chest, and other misc. things. Oh, and she loves small toy animals. They get so imaginative with those things! They sell the Animal Planet buckets of them for $10 at Toys r us.
