Most templates on-line cost.
Why don't you just measure the space the wrapper will be and create your own w/word or power point?
If youreally wanted to spend the money for a template, just google "make your candy wrappers" and lots of sites will appear.

Hi there..I own and run my own graphic design company and we make a lot of candy wrapper type favors, for weddings, births and birthdays. The way we first started making them years ago was by measuring the type of candy you want. The easiest thing is to remove a wrapper and just measure it out. Open up any printing software and use the rulers to add reference lines according to the measurements you took and just add any graphics and wording you like. Try looking online for verse ideas and such. Godd luck and have fun with it.
