Their is a place off of 7th street in Fort Worth that offers flowers by the stem or bunch. You could go there and make your own centerpieces and what not on your budget. Here is their link

Costco cakes are pretty good and feed 40+ for $15.99. You can get a filling in them too. Dallas Farmer's Market has a nice floral section. Maybe look at renting linens? Party city has nice plastic table covers. At my shower we had carnations in baby bottles as centerpieces and it was so cute and pretty. We just bought bottles from the dollar store. You might could use burp cloths as placemats?
