When I was getting married we got the flower girls the cutest little dresses off Harwin. They have tons of shops and you can find all kinds of accessories. The prices are really good so you could probably find a cute litte dress and a tiara, ring, necklace etc. The shops start around Harwin and the beltway. Best wishes!
The store at KAty mills that the previous mom said is called Strausberg . They are pricey.
There is a cute boutique called SWEET BAMBINIS. It is at Memorial at Kirkwood. I don't know how much you want to spend but they usually have some sale going on.
There is a great store in Katy Mills Mall that sells dresses with pintucking on them. They are adorable. I don't know how much you are wanting to spend but that's an option.
